Which of the MS programs can generate solvable games?

On the left side of webpage

a lot of minesweeper software is listed.

Which of them are able to generate fully solvable games?

I don't know if any of the ones in that list can do this. However, Simon Tatham's version can, and it will even generate high quality games on up to, say, 170 or so mines on a 16x30 board. You can download it here or play it online here.

luckysweeper does not generate boards that are fully solvable, but unless there is an unopen square, which you could solve without guessing, you do not lose on guesses.

also, qq, didn't you have a nice no-guess mode in multimine?

Nah, it just eliminates common guess patterns. Uncommon ones (and cases where you are simply stuck) can still pop up :p
